The monotonic increase in the Orange figures for each country certainly suggests something is happening. In the end your success or failure will be measured by the change in numbers for the rate of access for the countries as a whole and the erratic month by month changes for the general usage level suggest that a year-on-year comparison by month is what will be needed. I wonder what proportion of the total Kenya figures is from locals rather than tourists. Tracking views of the Kiswahili and other local language Wikipedias might help reduce the tourist noise.

Free access to Wikipédia via mobile for free is going to be a game changer in terms of access to knowledge. However, language is a significant barrier for the majority of people in the developing world. In most of Africa and Southeast Asia, the people who need this information the most, the people who are not part of the urban elite, do not speak a European language.

Translators without Borders, the world's largest community of humanitarian translators, has launched a program with Wikimedia to translate significant content into every language in the world. http://en.wikipedia.org/wiki/Wikipedia:WikiProject_Medicine/Translation_Task_Force

We invite speakers of under-resourced languages to work with us to open up more Wikipedia knowledge in minority languages for those who can now access Wikipedia on their mobile phones.
