Wikipedians *are* wikimedians, although they might be unaware of it. See the definition: http://meta.wikimedia.org/wiki/Wikimedian
Perhaps you mean chapters members, but chapter active members are usually (and mostly) active project contributors.

I don&#039;t understand this dichotomy. Wikipedia issues are Wikimedia issues because Wikipedia is part of Wikimedia. More importantly, I don&#039;t see why wikipedians are supposed not to care about whether their policy conforms to government standards.

There&#039;s no such thing as &quot;English Wikimedia&quot;. And this is not rhetoric, it&#039;s legally mandatory and pretty obvious. 
As I said above, wikipedians want to improve their policies; the chapter provides some help with &quot;physical contact&quot; with somebody (in this case a governmental body); the community then uses the advice to decide whether and how to change the policy. The chapter can&#039;t enforce any policy and the community isn&#039;t unaware of general issues: they just work on different grounds and with different roles with the same goals.]]></description>
