Are you aware of http://translationwiki.net ? This is where the internationalisation and the localisation of MediaWiki happens. In my opinion having the software available in a language is the most important catalyst for the development of Wikis in any language. 

The work is done by volunteers and there is too much work as it is. Also we suffer because it takes too long before localisations become visible in our projects. 

Given that your job title is programming officer, I can imagine that your primary focus will be on how to make programs more effective. If this assumption is correct there are more programs that have a catalytic potential and I would love to talk about this.
